Keystone Collections Group serves as the earned income Tax Officer (i.e., tax collector) for the municipalities and school districts that comprise the Dauphin County Tax Collection District, pursuant to PA Act 32.

The tax is assessed on earned income, wages and net profits. In most instances, employers withhold the tax from payroll. The self-employed, and those whose employers do not withhold the tax, are required to report quarterly estimated payments to Keystone.

Dauphin County residents with earned income, wages or net profits must file an annual local earned income tax return online or by mail by April 15.
